Mine lives outside too. I've only had this problem once, and all I needed to do was clean the air filter and charge up the battery. If the battery has at least 3/4 charge, it will still turn the motor over but not send enough to the voltage regulator etc. to allow it to fire the plug. Probably the same thing that's going on with yours.
Lots of luck, have fun, if you're going to keep it outside at that altitude, you might consider putting some sheet plastic over the seat and battery box area. It may help keep the cold from pulling the battery down as fast.
